Volume 1 - Daylight Savings Time Changes

Onyx Product: OEAS - SQL Versions Affected: 5.0

PROBLEM: Beginning in the spring of 2007, Daylight Saving Time (DST) start and end dates for the United States will start three weeks earlier (2:00 A.M. on the second Sunday in March) and will end one week later (2:00 A.M. on the first Sunday in November) in order to comply with the Energy Policy Act of 2005.

Since time zone conversion calculations are performed by the Windows operating system, Microsoft has released an update that will correct the time zone information. For more information, see article 928388 in the Microsoft Knowledge Base: http://support.microsoft.com/kb/928388

ISSUE: SQL Server versions of OEAS store time zone conversion details, including the start and end dates for Daylight Saving Time (DST), in the registry and BaseTimeZone table of the database.

RESOLUTION: After applying the Microsoft update to correct the time zone conversion information for Windows, the Onyx Time Zone Configuration Utility must be run when changes to Daylight Saving Time start and end dates are applied.

To run the Onyx Time Zone Configuration Utility:
  1. From the Utilities folder of the OEAS application CD, copy the Time Zone Configuration folder to a suitable location on the OEAS server.
  2. Navigate to OnyxTZConfig.exe on the OEAS server, and then double-click the file to open the Onyx Time Zone Configuration Utility window.
  3. In the Application box, click the down arrow and select the OEAS logical application that you want to configure.

    Note: The Server and Database boxes are automatically populated with the name of the SQL server and database name for the OEAS logical application specified.
  4. In the SA Password box, type the password for the SQL Server SA user.
  5. Click Login.

    Note: After a connection with the database is established, the current base time zone for the OEDB appears in the OCC Compatibility Database Time Zone box and current base time zone for the OEAS logical application appears in the OEAS Database Time Zone box. If you have not already configured a base time zone for the OEAS logical application, a message appears telling you that no base time zone information has been entered for the site.
  6. Select the appropriate time zone in which the OEDB database server resides from the New Database Time Zone drop down box.
  7. Click Update. Confirm the update if prompted to do so.
